  Artcel Ruiz (Artcelynn Ruiz) is a Lay Person Assigned (LPA) by the California-Pacific Conference of the United Methodist Church (UMC). She preaches and serves the local community at Linda Vista United Methodist Church located in San Diego, CA.

  Artcel was born and raised in Manila, Philippines, and came to San Diego when she was 15. She has been married to her husband, Frank, for 26 years, and they have two children.

  Artcel earned her Master of Divinity from the Claremont School of Theology and has dedicated her career to ministries of education, family support, and community advocacy. Before her current assignment with the UMC, she previously served as the Director of Ministry with Children and Families at Mission Hills United Church of Christ.
